Striped Bass Fishing Regulations: Size & Bag Limits

2026 USA striped bass regulation decoder

Striped bass limits depend on where the fish is swimming

A 30-inch striped bass might be legal in one fishery, protected in another and completely unlawful to target somewhere else. Start with the water—not a generic national size chart.

Atlantic 28–31″ framework Chesapeake 19–24″ Hudson 23–28″ Federal EEZ closed California 18″+ example Inland & hybrid rules
Live August 2026 example

Maryland Chesapeake Bay is currently a no-target striped bass fishery

Current closure Aug. 1–31
Harvest Closed
Catch & release targeting Also prohibited
This matters: Maryland’s August rule does not merely say “release every striped bass.” It says attempting to catch striped bass is illegal during the closure. Fishing for another species is different from intentionally targeting striped bass and planning to release them.
30-second answer

What is the striped bass size and bag limit in 2026?

Atlantic ocean framework 28–31″

One fish per day. Many state rules express the upper endpoint as “less than 31 inches.”

Chesapeake framework 19–24″

One fish where harvest is open; state seasons are highly specific.

Federal Atlantic EEZ Fishing prohibited

Federal offshore waters are not another striped bass harvest zone.

Nationwide answer No single limit

California, inland reservoirs and hybrid fisheries can use completely different regulations.

Search-result trap: “28–31 inches, one fish” is a useful Atlantic-coast shortcut, but it is not a nationwide striped bass regulation.

ATLANTIC MIGRATORY

Atlantic Ocean / coastal water

Start with the ASMFC ocean framework, then use the exact state’s season, endpoint wording, bait and landing rules.

BAY / SPAWNING RIVER

Chesapeake, Hudson, Delaware

Special conservation-equivalent limits and spawning closures can replace the ordinary ocean slot.

PACIFIC

California striped bass

West Coast striped bass are not governed by the Atlantic 28–31-inch harvest framework.

LANDLOCKED

Inland lake / reservoir

Use the state’s freshwater regulations and the exact waterbody special rule, especially for striped/hybrid combinations.

2026 Atlantic management

ASMFC kept the existing recreational measures for 2026

In October 2025, the Atlantic Striped Bass Management Board approved Addendum III but chose not to move forward with the proposed 12% reduction in fishery removals.

Ocean framework retained 28–31″ / 1 fish
Chesapeake framework 19–24″ / 1 fish
Next benchmark assessment Spring 2027
Stock context: the 2024 Atlantic striped bass assessment classifies the stock as overfished, while fishing mortality is not currently at an overfishing level. That is one reason narrow slots, release mortality and spawning protections remain important parts of the management system.
Regulation vocabulary

Bag, possession, slot and culling are four different rules

BAG

Daily bag limit

The number of striped bass an individual may legally harvest during a fishing day.

POS

Possession limit

The number of fish you may legally possess under that jurisdiction’s rules. It is not always identical to the daily bag.

SLOT

Slot limit

A fish must fit between two length boundaries. Fish below and above the legal harvest window are released.

CULL

Culling

Releasing a fish already placed into the bag/livewell in order to replace it with another fish. Some fisheries expressly prohibit it.

Atlantic ocean slot

28–31 inches is a keeper window—not a 28-inch minimum

Under the current Atlantic ocean framework, a recreational striped bass must fit inside a narrow harvest slot.

RELEASE KEEP RELEASE
under 28″ 28″ 31″ oversized

The upper endpoint needs attention

Several state agencies write the rule as 28 inches to less than 31 inches.

That wording makes a fish measuring 31.00 inches too large for harvest.

Never decide the legality of an upper-end fish from a rounded search-result phrase. Read the state’s exact regulation.
Addendum III measurement

Measure straight and squeeze the tail forks together

STRAIGHT-LINE TOTAL LENGTH
1 Use a straight-line measurement
Do not measure over the curved surface of the body.
2 Squeeze upper and lower tail forks together
This is one of the mandatory Addendum III measurement elements.
3 Follow today’s state wording
States that needed regulatory changes have until January 1, 2027 to adopt the standardized definition.
4 Treat a borderline fish as a legal-risk fish
With a narrow slot, guessing an extra fraction of an inch can change a keeper into an illegal fish.
Atlantic state comparison

2026 recreational striped bass rules from Maine to North Carolina

This table is designed to tell you where the obvious exceptions are. Always reopen the linked state rule before harvesting because spawning closures, special rivers, subareas and emergency actions can be more restrictive.

Jurisdiction Main size rule Daily bag What you must notice
Maine coastal Current legal coastal slot: 28–31″ TL 1 under coastwide recreational framework Check Maine’s special spawning-river and targeted-area restrictions.
New Hampshire 28″ to less than 31″ 1 Use current Fish & Game saltwater rules before retention.
Massachusetts 28″ to less than 31″ 1 Current recreational baseline is year-round.
Rhode Island 28″ to less than 31″ 1 Circle-hook requirements apply when recreationally fishing for striped bass with bait.
Connecticut 28″ to less than 31″ 1 Open year-round; inline circle hook required when fishing with bait.
New York marine waters 28–31″ 1 April 15–December 15.
New York tidal Hudson 23–28″ 1 April 1–November 30. Above the Mario M. Cuomo Bridge, striped bass fishing including catch-and-release is prohibited December 1–March 31.

New Jersey bonus route

A 26-inch striper can be illegal under the normal limit but legal with the right NJ bonus permit

Normal fish 28–31″
2026 bonus fish 24″ to <28″
Bonus season May 15–Dec. 31
The smaller fish is not legal merely because the Bonus Program exists. You need the applicable Striped Bass Bonus Program authorization and must follow its current permit rules.

New Jersey saltwater registration is a separate step. See the New Jersey Saltwater Fishing License & Registry Guide .

Understand closure language

No harvest, catch-and-release and no targeting are not synonyms

NO HARVEST

Fishing may still be permitted

You cannot retain the species, but the jurisdiction may allow catch-and-release fishing.

Read the exact rule.
CATCH & RELEASE

Targeting is allowed

You may intentionally fish for striped bass but every fish covered by the rule must be released.

Gear rules still apply.
NO TARGETING

Do not intentionally fish for stripers

“I planned to release it” does not make intentional striped bass fishing legal.

Maryland August 2026 is the live example.

Natural bait

Atlantic striped bass bait fishing generally means a non-offset circle hook

Coastwide management requirement

Atlantic states are required to implement circle-hook rules when recreational anglers fish for striped bass with bait.

ASMFC bait definition

Bait includes a marine or aquatic organism—live or dead, whole or in parts.

Circle-hook shape

Under the management definition, the hook is non-offset and the point turns back toward the shank, with the point/barb in the same plane as the shank.

Artificial-lure nuance

ASMFC’s coastwide clarification does not automatically treat an artificial lure with bait attached as ordinary bait fishing for purposes of its minimum requirement—but a state can be more restrictive.

Use the state’s exact hook rule. “Circle hook required” can include more precise wording such as inline, non-offset or additional tackle restrictions.
Landing method

Do not recreationally gaff an Atlantic striped bass

Recreational gaffing Prohibited
Illegal-method incidental striper Release promptly
Better landing plan Net / controlled hand landing

Follow applicable state handling rules.

Federal-water firewall

Atlantic striped bass fishing does not simply continue offshore

Federal regulations prohibit recreational fishing for striped bass in the Atlantic federal Exclusive Economic Zone. Off most of the Atlantic coast, federal waters begin at approximately three nautical miles offshore.

~3 nautical miles
~200 nm
STATE WATER

State season, slot, bag, circle-hook and landing rules apply.
FEDERAL EEZ

Directed recreational striped bass fishing is prohibited.
OFFSHORE

Do not treat federal water as a separate striper harvest opportunity.
Block Island transit

Possession while transiting is not permission to fish in the EEZ

Defined transit area Special exception
Possession Can be allowed

If the federal transit conditions are met.

Fishing while transiting No
A striped bass legally caught in state water does not give you permission to stop and fish for striped bass once the vessel enters the federal transit zone.
Catch → dock → cooler

A legal keeper must remain provably legal

1 Catch

Verify exact water, season and harvest permission.

2 Measure

Confirm the whole fish satisfies the legal slot.

3 Retain

Once retained, count it toward the applicable daily bag.

4 Process

Check whether the state permits filleting before landing and whether rack, skin, head or tail must remain.

5 Land / transport

Know which jurisdiction governs the fish when returning through another state’s water or port.

Best low-risk practice: when you have not verified the local filleting rule, keep the striped bass whole and measurable until landing.
Border-water problem

Rivers and bays can involve more than one regulator

Shared waters such as the Delaware system, Potomac region and interstate reservoirs can have reciprocal arrangements, special commissions or water-specific rules.

Where did you fish?

Determine the legal jurisdiction for the actual fishing location.

Where will you land?

Landing or transporting through another jurisdiction can add possession or proof-of-size issues.

Special compact?

Read the exact border-water or commission rule instead of choosing whichever neighboring state’s limit is more generous.

The Atlantic rule stops here

California and inland reservoirs prove there is no national striper limit

CALIFORNIA EXAMPLE

San Francisco Bay / current coastal rule

2 fish

18-inch minimum total length.

Current CDFW fishery is open year-round.

TEXOMA EXAMPLE

Lake Texoma

10 combined

Striped + hybrid striped bass.

No minimum length; only two fish 20″ or longer may be retained each day.

TEXOMA POSSESSION

Bag ≠ possession

20 possession

Culling striped and hybrid striped bass is prohibited.

Do not use an Atlantic striped bass chart on an inland lake. Inland regulations can combine striped bass with hybrid striped bass, remove the minimum length entirely, change the daily bag or create special rules for one reservoir.

Fishing California? See the California Fishing License Guide .

Striper or hybrid?

Species identification can change which limit applies

True striped bass Morone saxatilis
Hybrid striped bass Check state category

Often called hybrid bass or wiper.

Combined limits Common inland

Some states count striped and hybrid striped bass together.

If the state combines species in one bag limit, misidentifying a hybrid as a true striped bass can cause you to miscount the daily bag.
California example

West Coast striped bass uses a minimum-size rule—not the Atlantic slot

Current minimum 18″
Daily bag 2
Possession 2
Season Year-round
CDFW also prohibits taking striped bass while using a sinker weighing more than four pounds or a power-driven gurdy or winch in the current San Francisco Bay/coastal regulation.
Inland exception visual

Lake Texoma’s rule shows why “5 stripers at 18 inches” can be wrong

Striped + hybrid daily 10
Minimum length None
20″+ fish Max 2/day
Possession 20
No culling: TPWD states that striped or hybrid striped bass retained in a stringer, livewell or other holding device become part of the daily bag and may not later be released to replace them with another fish.
License + registry

Most coastal anglers do not need a separate NOAA registry registration

NOAA’s National Saltwater Angler Registry is often misunderstood. NOAA says most anglers do not need to register directly because qualifying state saltwater licenses and registration programs already provide the needed coverage.

USUALLY COVERED

Valid participating state license / registry

Most private anglers with a qualifying state saltwater license or registration do not register separately with NOAA.

MAY NEED NOAA

No qualifying state registration

A U.S. resident age 16+ who fishes waters where anadromous fish such as striped bass may be caught can fall into the federal registry requirement under NOAA’s listed conditions.

IMPORTANT

NOAA registration is not a fishing license

NSAR does not override state license, season, size, bag or federal-water prohibitions.

If you are uncertain, use NOAA’s official NSAR questionnaire rather than registering twice unnecessarily.
Charter / party boat

A licensed captain does not make an oversized striped bass legal

Passenger license

Ask whether the vessel’s for-hire licensing covers individual passenger license or registry requirements.

Fish regulations

Size limits, daily bags, seasons, circle-hook rules and federal closures still apply to the trip.

Before departure

Ask the captain which state waters and striped bass management area the trip expects to fish.

Useful booking question:
“Which striped bass size limit applies to this trip, are passengers covered by the vessel’s license or registry, and will we remain inside legal state waters?”
Release mortality matters

A narrow slot means most stripers you catch may need to go back

1 Use suitable tackle

Avoid unnecessarily exhausting the fish.

2 Land efficiently

Prepare the net or release area before the fish reaches the boat.

3 Minimize air exposure

Measure quickly and avoid unnecessary photography time.

4 Support the fish

Do not hang a large striped bass vertically for an extended period.

5 Release promptly

If it is outside the legal slot, make the release decision quickly.

Release mortality is included in striped bass management. “Released alive” does not guarantee that a fish survives, which is why circle-hook and no-target rules matter.
Eight-question keeper test

Run this before a striped bass enters the cooler

  • What fish is it? Confirm striped bass vs hybrid striped bass.
  • Which jurisdiction? State ocean, bay, tidal river, federal EEZ or inland reservoir.
  • Is targeting open? A no-target closure is stricter than a no-harvest rule.
  • What is the exact legal length? Check both the lower and upper endpoints.
  • How must it be measured? Follow today’s state total-length definition.
  • Has the daily bag been reached? Include any combined striped/hybrid rule.
  • Can it be filleted yet? Check rack, skin, head/tail and landing rules before processing.
  • Is there a newer emergency rule? Check the responsible state agency immediately before retention.
Avoid these mistakes

Sixteen striped bass regulation traps

Using 28″ as a simple minimum

Atlantic ocean management uses a slot.

Ignoring “less than 31”

A fish at the upper endpoint can be illegal.

Measuring over the body curve

Addendum III establishes straight-line measurement.

Not squeezing the tail

The new standardized definition requires it.

Using ocean rules in Chesapeake Bay

The size and season framework differs.

Using NY marine rules in the Hudson

The Hudson uses a separate 23–28″ slot.

Catch-and-release during no-target closure

Maryland August is the clearest example.

Ignoring Delaware summer rules

River/Bay slot changes July–August.

Fishing for stripers in the federal EEZ

Directed fishing is prohibited.

Using Block Island transit as fishing permission

Transit and fishing are different.

Wrong hook with natural bait

Atlantic states implement circle-hook requirements.

Recreationally gaffing a striper

Coastwide management prohibits it.

Filleting before checking landing rules

You may destroy proof of legal length.

Applying Atlantic limits in California

Current California rule is very different.

Ignoring hybrid striped bass

Inland limits may combine both species.

Registering with NOAA unnecessarily

Most qualifying state license holders are already covered.

Striped bass FAQ

Size, bag, season and striped bass rule questions

What is the striped bass size limit in 2026?

The current Atlantic ocean recreational framework uses a 28-to-31-inch slot and one-fish daily bag, although many states write the upper endpoint as less than 31 inches. Chesapeake Bay generally uses a 19-to-24-inch framework, the New York tidal Hudson uses a 23-to-28-inch slot, and Pacific/inland fisheries can be completely different.

Can I keep a striped bass exactly 31 inches long?

Do not assume so. Several Atlantic states expressly use wording such as 28 inches to less than 31 inches, meaning a fish measuring exactly 31 inches is oversized. Use the exact regulation for the jurisdiction where you are fishing.

What is the Atlantic striped bass bag limit?

The current standard Atlantic recreational ocean framework uses one striped bass per person per day. Special state programs, inland fisheries and combined striped/hybrid limits can differ.

What is the Chesapeake Bay striped bass limit?

The current ASMFC Chesapeake framework uses a 19-to-24-inch slot and one fish per day during qualifying harvest seasons. Maryland and Virginia use different season structures and area restrictions.

Can I catch and release striped bass in Maryland in August 2026?

No when intentionally targeting striped bass in the Chesapeake Bay waters covered by Maryland’s August closure. Maryland states that all areas are closed to striped bass fishing from August 1 through August 31 and that attempting to catch striped bass is illegal.

What is the Hudson River striped bass limit?

New York’s tidal Hudson north of the George Washington Bridge uses a 23-to-28-inch slot, one fish per day, from April 1 through November 30. Above the Mario M. Cuomo Bridge, striped bass fishing including catch-and-release is prohibited December 1 through March 31.

What is Delaware’s summer striped bass limit?

From July 1 through August 31, the Delaware River, Delaware Bay and tributaries use a special 20-to-25-inch striped bass slot with a one-fish daily bag under the current Delaware rule.

Can I fish for striped bass in federal waters?

Directed recreational Atlantic striped bass fishing is prohibited in the federal Exclusive Economic Zone. A limited Block Island Sound transit provision concerns possession and transit; it does not authorize fishing for striped bass inside the federal transit area.

Do I need a circle hook when fishing for striped bass with bait?

Atlantic coast management requires states to implement non-offset circle-hook rules when recreational anglers fish for striped bass with bait. State definitions can be more restrictive, so check the exact local hook requirement.

Can I recreationally gaff a striped bass?

Recreational gaffing of Atlantic striped bass is prohibited under the coastwide interstate management plan.

How do I measure a striped bass?

ASMFC Addendum III establishes a straight-line total-length method with the upper and lower fork of the tail squeezed together. States that did not already use this standard have until January 1, 2027 to implement it, so anglers should also read their state’s current 2026 measurement wording.

Is the striped bass limit 28 to 31 inches in California?

No. California’s current San Francisco Bay/coastal striped bass regulation uses an 18-inch minimum total length, two-fish daily bag and possession limit, and a year-round fishery. Check CDFW for special inland-water regulations.

What is the Lake Texoma striped bass limit?

The current Lake Texoma regulation allows 10 striped and hybrid striped bass combined per day, has no minimum length, allows no more than two fish 20 inches or longer per day, sets a possession limit of 20, and prohibits culling striped and hybrid striped bass.

Are striped bass and hybrid striped bass regulated the same?

Not always. Some inland regulations combine true striped bass and hybrid striped bass within one daily bag, while other jurisdictions regulate them differently. Identify the fish and read the exact state and waterbody rule.

Do I need to register directly with NOAA to fish for striped bass?

Usually not if you already hold a qualifying saltwater license, registration or permit from a participating state. NOAA states that most anglers do not need direct National Saltwater Angler Registry registration. Use NOAA’s official questionnaire if your situation is unclear.

Can I fillet a striped bass before returning to the dock?

It depends on the jurisdiction. Some states allow limited filleting while requiring the rack, skin or other identifying parts to remain; others restrict mutilation before landing. If you have not checked the local rule, keeping the fish whole and measurable is the safer compliance choice.

The striped bass rule that prevents most mistakes

Identify the water before you measure the fish

Atlantic ocean, Chesapeake Bay, Hudson River, Delaware Bay, federal EEZ, California and Lake Texoma are all striped bass fisheries—but they do not share one regulation.

The safest sequence is: jurisdiction → open season → targeting status → exact size → bag → gear → landing rule → live agency check.

Regulation research reviewed . Time-sensitive closures, spawning protections and emergency orders should be rechecked with the responsible fish and wildlife agency immediately before fishing.
