What California hunters actually need to change in 2026
Two-tag system
Approved Section 708.12 now permits purchase of up to two bear tags per license year.

Shotguns capable of holding no more than three shells and firing single slugs are now an authorized method for SHARE elk hunts.

California salmon returned—but not as one statewide season
The most important fishing change for many anglers in 2026 is the return of meaningful Chinook opportunity in the Klamath Basin, Sacramento River and other Central Valley tributaries.

Klamath–Trinity salmon still carries a report-card requirement
California requires the appropriate North Coast salmon report card for anglers fishing for salmon in the Klamath-Trinity system, including anglers who otherwise do not need an ordinary sport-fishing license because of age or Free Fishing Day.

California regulation-change checklist
- Identify your exact activity. Bear, bighorn, elk, waterfowl, inland salmon, ocean salmon, halibut, shark or another fishery.
- Find the legal status. Effective, emergency, pending, proposed, expired or abandoned.
- Check the effective date. Do not treat adoption as the same thing as effectiveness.
- Save your exact zone/reach. California rules frequently use bridges, dams, cables, latitude lines and management-area boundaries.
- For salmon, check same-day status. Quotas and harvest guidelines can close a fishery early.
- For hunting, check post-harvest requirements before going. Validation, reporting, examinations and deadlines can begin immediately.
- Check license/tag/report card separately. An open season does not mean your paperwork is complete.
- Compare the CDFW booklet revision date. Download the newest electronic version before leaving service.
- Do not use an expired emergency PDF. Find the current rule replacing it.
- When official sources disagree, escalate. Start with approved/effective legal text, then confirm directly with CDFW if a transaction or boundary remains unclear.

Can California hunters buy two bear tags in 2026?
Yes. The approved regulatory text effective July 1, 2026 changes Section 708.12 to allow an applicant to purchase up to two bear license tags during one license year. The daily bear bag limit is one and the possession limit is two.
Why does CDFW’s bear webpage still say one tag?
At the time of this August 15 review, the CDFW public bear fee table still contains older one-tag wording. The approved regulatory text is the stronger legal source and expressly states up to two tags.
What is the 2026 California archery bear season?
California’s 2026 archery bear season runs from August 15 through September 6 in all bear zones.
Can California bear season close before December 27?
Yes. The general bear season closes on December 27, 2026 or earlier if CDFW determines that 1,700 bears have been reported taken. Bears harvested during archery season count toward that threshold.
What new bighorn sheep zones were added in 2026?
Zones 11, 12 and 13 were added in San Bernardino County: Granite and North Bristol Mountains; Providence, Woods and Hackberry Mountains; and Castle Mountains and Piute Range.
What must a successful California bighorn hunter do?
Current approved rules require successful tagholders to follow CDFW notification, checking and horn-marking requirements. Successful general tagholders must notify the Bishop office within 24 hours and satisfy the applicable 48-hour examination/marking requirements.
Are shotguns now legal for every California elk hunt?
No. The 2026 amendment specifically authorizes shotguns capable of holding no more than three shells and firing single slugs for SHARE elk hunts. Do not apply the change to an unrelated elk hunt without checking that hunt’s authorized methods.
Did California adopt its proposed 2026 pronghorn changes?
No. The Commission decided on April 16, 2026 not to proceed with the proposed pronghorn-antelope rulemaking.
Did Klamath River Chinook fishing reopen in 2026?
Yes. The Klamath Basin Chinook fishery returned after three consecutive years of closure. Klamath fall-run fishing begins August 15 and Trinity fall-run fishing begins September 1, subject to the 2026 quota framework.
What is the Klamath-Trinity 2026 fall Chinook limit?
The daily fall-run bag is two Chinook, with no more than one adult greater than 23 inches. The possession limit is six Chinook, no more than three of which may be adults greater than 23 inches. The 2026 fall adult quota is 3,248 fish.
Do I need a report card for Klamath salmon on Free Fishing Day?
Yes. California’s sport-fishing-license requirement is waived on Free Fishing Day, but the appropriate report card is still required when fishing for salmon in the Smith and Klamath-Trinity systems, and for steelhead or sturgeon.
Is California ocean salmon open on August 15, 2026?
It depends on the management area. KMZ is closed after attaining its spring/summer Chinook harvest guideline, Fort Bragg’s August period ended August 9, while San Francisco and Monterey/South remain scheduled through August 31 unless their harvest guidelines are reached first.
What is California’s 2026 white-shark emergency gear rule?
South of Pigeon Point, when fishing from shore or within 1,000 yards of the mean high tide line, the emergency regulation prohibits wire or metallic lines or leaders and hooks greater than 1.5 inches at the widest inside measurement. An incidentally hooked white shark must be released immediately and not removed from the water.
Is the August 13 California Sport Fishing 2026 package effective now?
Not as of this August 15 review. The Commission lists an adoption date of August 13, but the OAL filing date and OAL decision are still pending. Anglers should continue following currently effective rules.
Is the proposed California recreational tuna harpoon rule already effective?
No. It remains a proposed rulemaking. The Commission’s tracker lists an anticipated adoption date later in 2026, so current tuna rules continue to apply unless and until the proposal completes rulemaking.
When is California’s next Free Fishing Day in 2026?
California’s second 2026 Free Fishing Day is Saturday, September 5. Ordinary sport-fishing-license requirements are waived, but bag limits, size limits, gear rules, fishing hours, closures and applicable report cards remain in force.
