Ontario Non-Resident Fishing License

2026 Ontario visitor licence guide

Choose the Correct Visitor Licence Before You Reach the Water

Ontario uses different prices and licence choices for visitors from another Canadian province and visitors whose primary residence is outside Canada.

Confirm residency first, then choose the fishing dates, Sport or Conservation limits, Outdoors Card status and exact waterbody rules.

2026 fees and HST estimates Canadian vs international visitors One-day, eight-day and annual routes
Quick answer A non-Canadian visitor age 18 or older normally needs an Outdoors Card and fishing licence. The one-day Sport licence is the main exception: it does not require an Outdoors Card.
$24.86 Non-Canadian one-day Sport fee before HST
$54.38 Non-Canadian eight-day Sport fee before card and HST

Step 1: Select the Correct Residency Category

“Non-resident of Ontario” and “non-Canadian resident” are not interchangeable.

Another province Canadian resident

Your primary residence is elsewhere in Canada and you have lived in Canada for at least six consecutive months during the previous 12 months.

United States or overseas Non-Canadian resident

Your primary residence is outside Canada, or you do not meet Ontario’s Canadian-resident definition.

Common mistake Citizenship is not the only test

A Canadian passport, dual citizenship, cottage or Ontario property does not automatically determine the correct licence category. Use primary residence and the residence-period test.

i
Examples:

A person living in Quebec normally uses Canadian-resident pricing. A Canadian citizen whose primary home is in Michigan normally uses non-Canadian-resident pricing.

Licence Duration Traps That Cost Visitors Money

One day is not 24 hours

The one-day licence covers the selected calendar day from 12:00 midnight. Buying late in the day does not extend it into the following day.

Eight days means consecutive days

The days run continuously. It is not a package of eight separate dates that can be used throughout the year.

One year ends December 31

A one-year licence does not run for 12 months from purchase. A late-year purchase still expires December 31 of the printed year.

Trips crossing New Year

A December-to-January trip may require products for two calendar years. Confirm both sides of the travel dates before paying.

Card and licence may expire separately

Check the active licence and Outdoors Card dates instead of assuming that one valid document makes the other valid.

Three-year is for repeat use

It is rarely the cheapest answer for a single trip. Compare expected visits across all three calendar years.

How to Buy an Ontario Visitor Fishing Licence

Buy before travelling to a remote lake, lodge or launch where internet service and licence issuers may be unavailable.

1

Confirm residency

Choose Canadian resident only when the primary residence and six-month Canadian residence test are satisfied.

2

Prepare personal details

Use the angler’s legal name, date of birth, residential address and other information requested by the official service.

3

Create or retrieve the account

Do not create a second Outdoors Card when an existing card or account can be recovered.

4

Select the fishing product

Choose the date or duration, followed by Sport or Conservation limits when both choices are offered.

5

Check the checkout summary

Verify residency, licence type, dates, card status and angler name before submitting payment.

6

Save the official PDF

Download the Licence Summary, store it offline and print a waterproof backup for remote travel.

Purchase routes

  • Online through Hunt and Fish Ontario.
  • At an authorized licence issuer.
  • At participating ServiceOntario locations.
  • Through the automated telephone service only for eligible Outdoors Card renewals and three-year products.

Before using an in-person location

  • Call first and confirm it still issues fishing licences.
  • Ask which identification and payment methods are accepted.
  • Do not assume every Canadian Tire, lodge or tackle shop is an issuer.
  • Check every printed detail before leaving the counter.
i
Licensing-system change:

Ontario plans to replace the current system with FishHuntON in early 2027. Use the current official portal for 2026 purchases and recheck Ontario guidance for 2027.

Outdoors Card: What It Does and When It Is Required

The Outdoors Card identifies the angler’s licensing account. It is not a fishing licence on its own.

Outdoors Card required

  • Eight-day Sport licence.
  • Eight-day Conservation licence.
  • One-year fishing licence.
  • Three-year fishing licence.

Outdoors Card not required

  • One-day Sport fishing licence.
  • A legal Canadian youth or senior deemed-licence exemption.
  • A qualifying accompanied non-Canadian youth arrangement.
  • Another specific exemption confirmed by Ontario.
i
The plastic card may take about 20 days to arrive.

You can fish while waiting when the Licence Summary correctly shows the valid Outdoors Card and fishing licence. Carry that summary with you.

What Documents Must You Carry While Fishing?

A receipt or account login alone may not be enough during a conservation-officer inspection.

Carry these when applicable

  • The physical Outdoors Card.
  • The Licence Summary when the active product is not printed on the card.
  • The Licence Summary while waiting for a new card.
  • The official PDF on a working mobile device.
  • A printed backup for areas without power or mobile service.
  • Government identification when relying on an age or residency exemption.

These can cause problems

  • A photograph of the Licence Summary.
  • A screenshot instead of the official PDF.
  • A purchase-confirmation email without valid licence proof.
  • An expired Outdoors Card.
  • A licence issued in another family member’s name.
  • A dead phone with no printed backup.
!
Licences are personal and non-transferable.

A spouse, adult child, fishing guide, charter operator or lodge cannot share one angler’s licence privileges with another adult.

Visitor Age Rules: Children, Adults and Seniors

Angler Usual licence rule Catch-limit effect Proof or action
Non-Canadian age 18+ Fishing licence normally required, including age 65 and older. Uses the purchased Sport or Conservation limits. Carry card and Licence Summary when required.
Non-Canadian under 18 with licensed adult May generally fish without an individual card or licence. Fish kept count toward the accompanying licence holder’s limits. Stay accompanied by the valid licence holder.
Non-Canadian under 18 needing separate limits Buy an individual Outdoors Card and fishing licence. The youth receives separate applicable limits. Purchase the product in the youth’s name.
Canadian resident under 18 or age 65+ No Outdoors Card or fishing licence is normally required. Government identification acts as the deemed Sport licence. Carry government-issued ID showing name and date of birth.
Organized camp youth A separate current Ontario rule may apply to qualifying non-Canadian campers. Follow the camp and regulation conditions. Confirm required government and camp identification before fishing.
!
2026 free-fishing periods did not apply to international visitors.

Ontario’s 2026 licence-free fishing opportunities were for Canadian residents. The final 2026 period ended on July 5, 2026.

Sport vs Conservation Licence: Which One Fits Your Trip?

Both licences allow fishing, but they provide different catch and possession limits.

Sport licence

  • Uses the limits marked S in the regulations.
  • Normally allows higher catch and possession limits.
  • Costs more.
  • Useful when legally retaining fish is a major part of the trip.

Conservation licence

  • Uses the limits marked C.
  • Has reduced catch and possession limits.
  • May allow zero retention for a species or waterbody.
  • Often suits mostly catch-and-release trips.
i
Catch-and-release is still fishing.

A visitor who is not covered by an exemption normally needs the appropriate licence even when every fish will be released.

Rules Visitors Commonly Discover Too Late

A valid licence is only the first step. The waterbody, species, bait and travel method can change what is legal.

Fishing Management Zone

Ontario has 20 Fisheries Management Zones. Identify the zone covering the exact fishing location.

Waterbody exceptions

A named lake or river may have different seasons, size limits, sanctuaries or gear rules from the general zone table.

Boundary waters

Ontario, another province and a US state may apply different rules on connected or shared waters. Know which side is being fished.

National parks

Federal park fishing rules and Parks Canada permits may apply instead of relying only on the Ontario licence.

Ice fishing

The visitor licence requirement still applies, together with species seasons and any ice-hut registration or removal rules.

Lodge or charter guests

A guide can explain local rules, but each adult who requires a licence needs valid products issued in that angler’s own name.

Northwestern Ontario Crown-Land Restriction

A non-Canadian resident camping on Crown land in Zones 2, 4, 6 and the portion of Zone 5 outside the Border Waters Area may not take fish beyond Conservation licence catch and possession limits—even when holding a Sport licence.

Zone 5 Border Waters, the Winnipeg River and Sydney Lake areas can have additional details. Confirm the campsite and fishing water before retaining fish.

Verify the official non-Canadian Crown-land rules

Live Bait Rules for Visitors Entering Ontario

Do not bring prohibited bait across the border

  • Do not bring crayfish into Ontario for bait.
  • Do not bring salamanders for bait.
  • Do not bring live fish for bait.
  • Do not bring leeches for bait.

Safer visitor route

  • Check the destination Bait Management Zone.
  • Buy bait in the zone where it will be used.
  • Keep the required purchase receipt.
  • Check lake-specific bait bans before opening the container.

Keeping and Transporting Fish Home

The fish must remain identifiable and countable while being stored, transported or exported.

  • Stay within the catch and possession limit.
  • Check whether a slot size or maximum size applies.
  • Package fish so the number can be easily counted.
  • Keep enough skin attached when identification is required.
  • Include fish stored at the lodge in the possession total.
  • Check border and airline food-transport requirements separately.
  • Do not combine another angler’s fish in a way that hides ownership.
  • Check Ontario export rules before leaving Canada.

Before Leaving Home: Visitor Checklist

  • Confirm Canadian or non-Canadian residency.
  • Check each angler’s age and exemption status.
  • Choose the exact licence start date.
  • Choose Sport or Conservation limits.
  • Confirm whether the Outdoors Card is valid.
  • Download the official Licence Summary PDF.
  • Print a waterproof backup.
  • Identify the Fisheries Management Zone.
  • Read the named waterbody exceptions.
  • Check target-species season and size limits.
  • Review bait movement rules.
  • Check Crown land, park or border-water rules.

Ontario Non-Resident Fishing Licence FAQs

How much is an Ontario fishing licence for a US or international visitor?

Before HST, the 2026 non-Canadian fees are $24.86 for one-day Sport, $54.38 for eight-day Sport, $31.52 for eight-day Conservation, $83.19 for one-year Sport and $52.71 for one-year Conservation. An $8.57 Outdoors Card is required except with the one-day Sport licence.

Is a visitor from another Canadian province a non-Canadian resident?

No. A person whose primary residence is elsewhere in Canada and who satisfies Ontario’s Canadian residence-period test normally uses the Canadian-resident category.

Does a US visitor need an Ontario Outdoors Card?

Normally yes for an eight-day, one-year or three-year fishing licence. An Outdoors Card is not required with the one-day Sport licence.

Is the Ontario one-day fishing licence valid for 24 hours?

No. It is valid for the selected calendar day beginning at 12:00 midnight. It does not run for 24 hours from the purchase time.

How long is an Ontario eight-day fishing licence valid?

It covers eight consecutive calendar days. It cannot be divided into eight separate fishing dates.

Does a one-year Ontario fishing licence last 12 months?

No. It expires on December 31 of the year printed on the licence, regardless of the purchase date.

Does a non-Canadian visitor age 65 or older need a fishing licence?

Yes, in general. The age-65 deemed-licence exemption applies to qualifying Ontario and Canadian residents, not automatically to non-Canadian visitors.

Can a non-Canadian child fish without an individual licence?

A non-Canadian resident under 18 may generally fish without an individual licence when accompanied by a person holding a valid Ontario fishing licence. Fish kept count toward the accompanying licence holder’s limits unless the youth purchases an individual licence for separate limits.

Can I carry a screenshot of my Ontario Licence Summary?

No. When carrying it digitally, use the official PDF supplied by the licensing service. A photograph or screenshot is not valid licence-summary proof.

Does a lodge, charter or guide’s licence cover fishing guests?

No. Ontario fishing licences are issued to individuals and are non-transferable. Each adult guest who requires a licence must hold valid products in that guest’s own name.
