What Does an Ontario Conservation Fishing Licence Allow?
It allows recreational fishing under the reduced catch and possession limits identified by the letter C in Ontario’s fishing regulations.
When a regulation says S-4 and C-2, the Sport limit is four and the Conservation limit is two. Seasons, size restrictions, sanctuaries and waterbody-specific exceptions may reduce those numbers further.
The licence is not automatically catch-and-release only. You may retain fish when the applicable C-limit is above zero. A rule showing C-0 means that species cannot be retained under the Conservation licence.

For One Fishing Day, Sport May Cost Less
Ontario does not sell a one-day Conservation licence. Its one-day product is a Sport fishing licence, and an Outdoors Card is not required.

Who May Fish Without Buying a Conservation Licence?
Under age 18
Ontario and Canadian residents under 18 can generally use qualifying government identification instead of buying an Outdoors Card and licence.
Sport limits generally apply.
Age 65 or older
Ontario and Canadian residents age 65 or older can generally use qualifying government identification.

CAF members and veterans
Eligible active Canadian Armed Forces members and veterans residing in Ontario can use approved military or veteran identification.
Indigenous community members
Aboriginal or treaty fishing rights may apply depending on community, territory, purpose and the specific right being exercised.
Senior age 65+
A non-Canadian resident is not exempt solely because they are age 65 or older.
Under age 18
A youth may fish without their own licence when accompanied by a properly licensed adult. Fish kept normally count toward the adult’s limit.
The Card and Fishing Licence Are Separate Products
What the Outdoors Card does
The Outdoors Card identifies the customer in Ontario’s licensing system and is used for fishing and hunting products.
Possessing the card alone does not provide current fishing privileges. The account must also show an active licence or recognized deemed-licence entitlement.
Card and licence can expire separately
The Outdoors Card is valid for three calendar years. A one-year Conservation licence expires December 31 of its licence year.
Check the expiry of both products before fishing.

Ontario’s 2026 Free-Fishing Periods Have Ended
Ontario’s four 2026 licence-free opportunities ended with Family Fishing Week on July 5, 2026.
Canadian residents fishing after that date need a valid licence, qualifying identification used as a deemed licence or another applicable legal entitlement.
