Shaver Lake is easier when you choose the access before the fishing spot
Shore trout anglers, kokanee trollers and smallmouth anglers need completely different parts of Shaver Lake. This guide turns the official lake map, public-launch information, 2026 stocking records, reservoir forecast and California rules into one practical trip plan.
The Shaver Lake answers worth knowing before you drive up Highway 168
Which Shaver Lake trip are you actually taking?
Trout from the bank
Access and reachable depth matter more than owning specialized gear.
PrioritizeDorabelle/day-use access, public shoreline, points and cove mouths.
Kokanee trolling
Launch reliability, sonar and precise depth control are the critical tools.
PrioritizeNorth-end public launch or authorized marina/customer launch.
Smallmouth bass
Fish structure rather than choosing the easiest sandy shoreline.
PrioritizeRocky points, broken banks, cove mouths and depth transitions.
Camp + fish weekend
Camp Edison and Dorabelle provide very different access and amenity setups.
PrioritizeConfirm where you can park, launch, camp and reach the water before arrival.
Shaver Lake map translated for anglers
This planning diagram is based on the official Southern California Edison Shaver Lake map. Positions are approximate and intentionally simplified. Use SCE’s map/navigation data for actual travel and property boundaries.
North end
Sierra Marina plus the Fresno County public launch make this the straightforward side for anglers trailering their own boat.
West recreation corridor
Eastwood Cove, Rockhaven Cove, Shaver Lake Marina, Camp Edison and Dorabelle hold much of the lake’s concentrated visitor infrastructure.
East / southeast coves
Eagle Point, North Fork and South Fork create quieter-looking alternatives to the busy western marina corridor, but access and ownership vary around the shoreline.
Locate Shaver Lake before selecting the fishing access
Use this for general roads and location. Use the official SCE map for lake-specific ownership and no-wake information.
Four map details the previous guide did not emphasize enough
No-wake zones
SCE maps multiple no-wake areas around marina, access and cove zones. Slow before entering them rather than waiting until you are already among docks, swimmers or paddlers.
Ownership zones
Private, SCE and USFS lands are mapped separately. This is especially important for bank anglers trying to reach a cove.
Eagle Point
The official map specifically identifies Eagle Point as a day-use area, making it more meaningful than an unlabeled shoreline waypoint.
Charcoal map ≠ current fire permission
The SCE map includes charcoal-allowed areas, but current Forest Service fire restrictions can override ordinary recreation rules.
Public ramp, campground access or marina: choose correctly
Fresno County public boat launch
California State Parks’ boating-facility directory currently lists the Shaver Lake Public Boat Launch–County of Fresno as a public launch.
Forest Service guidance places the public launch at the north end of Shaver Lake.
Best for:Trailer anglers bringing their own boat.
Camp Edison launch
Forest Service guidance identifies Camp Edison boat-launch facilities for paying customers.
SCE currently says no walk-in lake access at the Camp Edison entrance.
Best for:Registered Camp Edison guests whose trip includes camping/launch access.
Dorabelle
Forest Service material identifies Dorabelle as having a day-use area that provides parking and access to the lake.
Recreation.gov lists drinking water, vault toilets and nearby boat mooring for campground users.
Best for:Shore anglers and camp-and-fish trips.
Sierra Marina area
Forest Service guidance identifies accessible boat access near Sierra Marina at the north end.
If accessibility is essential, call ahead to confirm the current path, parking and assistance setup.
From Highway 168 to fishing without wasting the first hour
Shore trout, kokanee, bass or a mixed family trip.
Public launch, Dorabelle/day use or authorized customer/marina access.
Reservoir level, submerged hazards and current fire restrictions.
Load rods, plugs and electronics before occupying the launch lane.
Depth + structure + fish marks—not a random shoreline.
Practical route from the Fresno/Clovis side
To Shaver Lake
The usual approach is Highway 168 east/northeast from the Fresno–Clovis area into the Sierra Nevada.
Recreation.gov gives Dorabelle directions from Clovis as Highway 168 north for approximately 49 miles to Shaver Lake.
To Dorabelle
In Shaver Lake, turn onto Dorabelle Road and continue about half a mile to the campground/access area.
Mountain traffic, construction, snow and fire operations can alter travel time even when the mileage looks short.
Bank fishing works best when public access reaches useful depth
Cove mouth
A cove mouth lets you reach a depth transition more easily than the warm shallow back of a cove in midsummer.
Rock-to-sand transition
Gives both trout and smallmouth anglers a more defined target than featureless bank.
Point
Points naturally put bank anglers closer to multiple depth bands.
Early light
Summer mornings typically offer cooler shoreline water and less recreational boat traffic.
Simple shore kit
- Light or medium-light spinning setup.
- Sliding-sinker bait rig for trout.
- Small spoon or spinner for covering shoreline.
- Finesse tube, Ned-style bait or small jig for smallmouth.
- Float + small hook/worm for bluegill.
- Polarized glasses and shoes with grip for rocky shoreline.
What should you fish for at Shaver Lake?
Rainbow trout
The most straightforward all-around target for shore fishing, casual boat fishing and recent-plant opportunities.
Start withPoints, cove mouths, cooler early shoreline or slow trolling.
Brown trout
Less numerous than planted rainbows but a worthwhile predatory trout target.
Start withLow light, deeper breaks and forage funnels.
Kokanee
The fish that most strongly rewards a boat, sonar and repeatable trolling depth.
Start withOpen-water schools rather than shoreline landmarks.
Smallmouth bass
Structure-oriented fish well suited to Shaver’s broken rocky shoreline.
Start withRock points, boulders, transitions and cove mouths.
Bluegill
A simple family target in shallower protected habitat.
Start withSmall hooks, worms and floats.
Catfish
Useful backup target for bank anglers.
Start withBottom presentation around lower-light periods.
Shaver Lake’s verified 2026 trout-plant weeks
CDFW’s planting database records trout plants by week rather than publishing the exact stocking day.

Find the school before deciding how deep to troll
Kokanee can use relatively shallower water when comfortable temperatures exist higher in the water column.
As surface temperatures rise, schools tend to become more depth-specific.
Sonar plus controlled trolling depth becomes much more useful than simply repeating a depth from an old report.
Shaver Lake does not use California’s normal 12-inch lake bass minimum
California’s statewide lake/reservoir black-bass rule normally uses a 12-inch minimum, but Shaver Lake is specifically listed as an individual-water exception: open all year, no size limit, five-fish bag.
Shaver was projected nearly full in August, then gradually lower through winter
Southern California Edison’s April 8, 2026 Big Creek water-year outlook projected the following first-of-month Shaver Lake storage percentages. SCE explicitly warns that actual operations can deviate from the forecast.
133,060 acre-feet / 98% full.
127,460 acre-feet / 94% full.
107,080 acre-feet / 79% full.
Published Shaver Lake fishing-boat rental costs
Shaver Lake Marina operates inside Camp Edison and published the following 2026 fishing-boat prices. Rates and policies can change, so confirm the booking total before travel.
| Fishing boat | 2 hours | Half day | Full day | Deposit |
|---|---|---|---|---|
| 4 passenger / 8 HP | $135 | $190 | $245 | $100 |
| 6 passenger / 20 HP / remote steering | $175 | $225 | $275 | $100 |
Weather/lake conditions can alter dates.
Do you need a California Boater Card at Shaver Lake?
Generally yes
Since January 1, 2025, California generally requires motorized-vessel operators to complete approved boating education and carry the California Boater Card.
Statutory exemption
California’s Boater Card law includes an exemption for a person operating a rental vessel.
Rental-company rules and other boating laws still apply.
Another exemption may apply
California law contains a temporary-use exemption for certain residents of other states who meet their home state’s applicable boating requirements.
Mussel sticker + Clean, Drain, Dry belong in the Shaver Lake boat checklist
California-registered vessels operated in freshwater generally need current Mussel Fee Stickers displayed next to the registration stickers.
Remove aquatic plants, animals, mud and debris from the boat, trailer and fishing gear.
Empty the motor, bilge, livewell, buckets, ballast and other water-containing areas.
Dry watercraft and equipment before entering another waterbody.
The official map is also a boating-safety map
Several marina/cove/access zones are marked on the official SCE map.
SCE specifically warns boaters to watch for rocks near shore.
SCE’s lake notice instructs visitors to fly a flag when swimmers are in the water.
Personal items may not be left on the lakeshore overnight.
Fire rules, bears and firewood can change your fishing weekend
Fire restrictions
Recreation.gov warns that fire restrictions can be imposed because of hot, dry conditions and may prohibit campfires or charcoal.
Bear-aware camping
Dorabelle asks visitors to secure food in approved storage or a locked vehicle and maintain a clean camp.
Buy firewood locally
Recreation managers discourage moving outside firewood because tree-killing pests can travel with it.
Why Dorabelle is useful for anglers without needing a resort-style setup
Recreation.gov describes Dorabelle as a campground above Shaver Lake, with lake recreation including fishing, canoeing, kayaking and boating.
Shaver Lake fishing limits that matter most
| Fish / privilege | Rule | Practical Shaver Lake meaning |
|---|---|---|
| Trout | 5 daily / 10 possession | General California inland-lake trout framework unless a current special/emergency order changes the water. |
| Kokanee / landlocked salmon | 5 daily / 10 possession / no size limit | Open all year under California’s standard landlocked-salmon rule. |
| Black bass | 5 daily / no size limit | Shaver is a named exception to California’s normal lake 12-inch minimum. |
| Sport fishing license | Generally required age 16+ | Unless a legal exemption or Free Fishing Day applies. |
| Second rod | Second Rod Validation required | Two rods/lines may be used on qualifying inland waters with the validation, subject to any water-specific gear restrictions. |
California fishing-license options for Shaver Lake
2026 fee.
California annual sport-fishing licenses are valid for 365 days from purchase rather than ending on one universal calendar date.
California Free Fishing Day: September 5, 2026
On the designated Free Fishing Day.
Shaver Lake decisions that matter more than lure color
Fish early in summer
Shaver is also a busy watersports lake. Earlier fishing typically gives trollers quieter lanes and shore anglers less recreation traffic.
Choose launch by target
Do not trailer to one side and then make a long boat run simply because that is the launch you used last year.
Use sonar before kokanee gear changes
Finding the correct school depth is normally more important than cycling through five lure colors above empty water.
Keep a backup target
Carrying a smallmouth or trout setup can save a trip when kokanee schools are difficult to locate.
Expect shoreline geometry to change
Shaver is an operating hydroelectric reservoir; coves, rocks and shallow routes can look different as elevation moves.
Do supply stops before the shoreline
The town of Shaver Lake has food, fuel, lodging and stores. It is easier to solve supplies there than after parking at a remote access.

Official/current sources behind the guide
Key facts have already been translated into practical answers above. Use these pages for live verification before travel.
Target fish → legal access → current water → correct depth
Shaver Lake does not need a list of imaginary “secret hotspots.” A trout angler, kokanee troller and smallmouth angler can all succeed in completely different parts of the reservoir. The practical advantage comes from matching the fish to the access and water conditions before changing tackle.
Research reviewed . Lake operations, marina schedules, plant schedules, fire restrictions, access conditions and rental rates can change after publication.
