A California fishing limit is only useful after you know where you are fishing. Inland trout waters, salmon rivers, San Francisco Bay, Southern California, marine protected areas and offshore groundfish zones can all use different seasons, gear rules, report cards and bag limits.

Chinook fishing returned to important California rivers in 2026
After three years of broad closure, California reopened Chinook opportunities in the Klamath Basin and Sacramento River system, while the American, Feather and Mokelumne received full-season opportunities under the 2026 regulations.

The season reopened in 2026 after several years of major closures, but harvest guidelines are already changing open dates by management area.

June 13–July 19 season reached its 3,900 Chinook harvest guideline. The planned August season was cancelled.

What you can retain when the ocean salmon area is open
Any species except coho.

A person aboard a vessel in ocean waters may not possess or bring ashore more than one daily bag limit.
- No filleting salmon on the boat. Salmon must remain unfilleted until brought ashore.
- Closed-area transit matters. Fishing gear may not be deployed in a closed salmon area while salmon are possessed.
- North of Point Conception: special single-point, single-shank barbless-hook rules apply when fishing for salmon or when salmon are aboard.
- Klamath / Smith / Eel mouth closures: special salmon closure zones apply even when broader ocean areas are otherwise open.

Rockfish rules require species + management area + depth
California groundfish regulations are some of the state’s most location-sensitive fishing rules. Boat-based seasons and allowed depths vary by management area, while shore anglers and authorized spear divers receive different season/depth treatment.

Boat-based groundfish anglers need a descending device
California requires a descending device to be in possession and available for immediate use when taking or possessing federal groundfish from a boat or other floating device in ocean waters.
The purpose is to return rockfish suffering barotrauma toward the depth of capture instead of releasing them at the surface.
Cordell Bank groundfish boundaries changed June 23, 2026
A new federal rule replaced the former Cordell Bank Groundfish Conservation Area structure with a new Cordell Bank Groundfish Exclusion Area. The change opened portions of the former footprint while keeping specific sensitive habitat closed to groundfish fishing.

“Fishing from a pier” is not automatically license-free
California waives the ordinary sport fishing license only when angling from a structure that legally qualifies as a public fishing pier in ocean waters.
For a structure to qualify
- It must be publicly owned.
- It must have unrestricted free public access.
- It must connect appropriately to the mainland or named natural island.
- It must primarily function to provide angling access.
Certain qualifying outer harbor jetties/breakwaters can count; an ordinary dock, seawall or private pier does not automatically qualify.

California white sturgeon is catch-and-release only — and currently closed
The 2025–2026 catch-and-release season ended June 30.
2026–2027 fishery is scheduled to reopen October 1 in qualifying areas.
New 2026–2027 Sturgeon Fishing Report Card goes on sale August 15.
Handling rule
A sturgeon greater than 60 inches fork length may not be removed from the water. Sturgeon of any size may not be suspended by the gills, gill plates, mouth or solely by the tail, and may not be dragged across the ground, boat deck or pier.
A river can be in season on paper and still close because the flow is too low
California protects migrating salmon and steelhead by closing designated streams when flow falls below specified thresholds.

A Second Rod Validation does not override a one-rod water
California’s Second Rod Validation allows two rods or lines in qualifying inland waters, but it does not legalize a second rod where a water is restricted to artificial lures, barbless hooks or a species/water-specific one-rod rule.
California fillet rules change by species
Ocean salmon
May not be filleted aboard a boat or before being brought ashore.
Rockfish
When lawful filleting aboard a vessel is permitted, the entire skin must remain attached to the fillet.
Lingcod
The minimum total length is 22 inches; lawful onboard fillets must meet the regulatory fillet-length and skin requirements.
“The species is open” does not prove your GPS position is open
California has marine protected areas with different take rules. A fishery may be open statewide or within a management area while fishing or possession is restricted at a particular marine protected area.

How many trout can I keep in California?
Most general inland lakes, rivers and streams use a five-trout daily bag limit and a 10-trout possession limit, but special-regulation waters can use smaller bags, zero harvest, size limits or special gear restrictions. Always check the exact water.
Do I need a California fishing license at age 16?
Yes. A person age 16 or older generally needs a valid California sport fishing license when attempting to take fish, shellfish, reptiles or amphibians in inland or ocean waters unless a specific exemption applies.
How much is a California fishing license in 2026?
The 2026 resident 365-day sport fishing license is $64.54. The nonresident 365-day license is $174.14. California also offers one-day, two-day and a ten-day nonresident license.
Is California ocean salmon fishing open in August 2026?
It depends on the management area. The KMZ August season is closed. The Fort Bragg area is open only through August 9 under the latest in-season action. San Francisco and Monterey/South currently have August opportunities subject to harvest guidelines and later in-season changes.
What is the California ocean salmon bag limit?
When the fishery is open, the daily bag limit is two salmon of any species except coho. Coho salmon and steelhead may not be retained in California ocean fisheries. The current post-May-15 minimum salmon size is 20 inches total length.
Can I fillet salmon on a boat in California?
No. California ocean salmon regulations prohibit filleting salmon aboard a boat or before the fish are brought ashore.
Do I need a license to fish from a California public pier?
